The rules, regulations, and requirements governing interstate surface transportation are administered by two agencies of the federal government and applicable state agencies. The federal agencies are Federal Highway Administration and the Surface Transportation Board. The U. S. Department of Transportation's Federal Motor Carrier Safety Administration administers licensing of interstate moving companies.
